Two more people have been arrested in connection with a theft at London's Heathrow Airport where 21 people sustained injuries by a substance believed to be pepper spray, as stated by police.

A 24-year-old man, was arrested in Lambeth for suspected theft and assault and a 23-year-old woman was detained on suspicion of conspiracy to commit robbery. Both individuals remain in custody, the force said.

The arrests follow an investigation into an assault at the multi-level parking garage at Terminal 3 this past Sunday. Before the incident, two women were robbed of their luggage upon exiting a parking garage elevator.

A toddler aged three was one of the those hurt in the event. Five people went to hospital for treatment and were later released.

Officers detained a 31-year-old man for suspected theft and assault near the location. He has since been released pending further inquiries while inquiries continue.

Authorities were alerted at approximately 8:10 in the morning GMT after reports came in regarding a number of individuals hurt by a noxious substance thought to be an irritant spray.

The attack - which authorities stated was isolated and not being treated as an act of terror - caused delays to rail services and the partial closure of the main airport tunnel and the T3 parking facility for a short time.
